Alay Lakad 2010

The LGU through the City Social Welfare and Development Office (CSWDO) and the City Treasurer's Office (CTO); and the Bugto Association spearheaded the Alay Lakad 2010. The annual walk-for-a-cause was held at 4:00 am today (October 3, 2010). Participants walked from three "take-off" points namely Calbayog, Oquendo and Tinambacan. They converged at the Calbayog City Airport where a mass was held and it was followed by a short program.

This year, the participants contributed 50 to 100 pesos for the fund which is intended for the training programs for the out-of-school youth of Calbayog.

Thie walk was participated in by the City Officials, LGU employees, NGOs, private establishments and public and private schools.

PNP Calbayog nabs suspected Marijuana Plant grower

Calbayog PNP led by Calbayog Chief of Police nabbed one Renato Manota y Torculas, 60 years old of Purok 1, Barangay Trinidad, Calbayog City. He was suspected to have planted Marijuana plants in his residence and was the subject of Oplan Sangbanat which PNP Calbayog put in place last July 29, 2010.

Let me give you parts of the police report which I got from PNP Calbayog:

On or about 5:45 pm of July 29, 2010, PNP Team of Calbayog City Station led by PSupt Nestor Valenzuela together with PS1 Delfin Jaropojop, Jr., PS1 Antonio Cruda, SPO3 Genaro Nabual, SPO3 Gershon MOngas, SPO1 Inocentes Laure, SPO1 Crispin Singzon, PO3 Victor Dangco, Jr., PO2 Gerry Liray and PO1 Diomedes Aquiliño in coordination with PDEA-8 conducted a search in the premises of he residence of Renato Manota, Sr. situated Old National Road, Purok 1, Barangay Trinidad, Calbayog City.

The search was conducted by virtue of search warrant number 01-10 dated July 29, 2010 issued by Executive Judge Reynaldo Clemens of RTC Branch 31.

The search resulted in the confiscation of three (3) pieces of suspected Marijuana plants each measuring more or less fifteen (15) feet, twelve (12) feet and five (5) feet. Also found was one (1) plastic pouch containing dried suspected marijuana leaves and two (2) pieces seed boxes with suspected marijuana seedlings. The operation resulted in the arrest of one Renato Manota, Sr., alias Rene, 60 years old, married, retired ATO personnel and a resident of Old National Road, Purok 1, Barangay Trinidad.

A case for violation of Section 16, Article II of R.A. 9165 is now being prepared for immediate filing on court.

Mayor Uy presides over an emergency CPOC meeting

Mayor Reynaldo Uy presided over an emergency City Peace and Order Council (CPOC) meeting this morning. On the agenda was the shooting incident in Barangay Migara last Sunday July18, 2010.

Newly-installed Calbayog Chief of Police, Senior Superintendent Nestor Valenzuela gave a spot report on the incident.

On or about 11:00 pm of July 18, 2010 at Brgy. Migara, Calbayog City, particularly inside the house of Rose Sofronio, joint operation of PCP II and Calbayog City Police Station, PNP personnel led by P1 Rolando Diaz, chief PCP II together with SPO2 Roberto Labian and PO3 Bebiano Caber were about to serve the warrant of arrest on (one) Lito Abajo (legal age, single and resident of Brgy. Migara) for murder in Criminal Cases No. 5086. 6291 and 6386. Therein said Lito Abajo while armed with M-16 armalite rifle suddenly opened fire to the arresting officers resulting in PO3 Joseph Justiniano Sagadal sustaining gunshot wound on his left hand which resulted to his two fingers being amputated. The suspect managed to evade arrest. PO3 Joseph Justiniano was rushed to the St. Camillus Hospital for medication. elements of Calbayog City Police Station led by P1 Rolando Diaz, together with SPO2 Roberto Labian, SPO1 Nilo Martija, PO3 Nemesio Terado, PO3 Bebiano Caber, PO3 Charles Coprada, PO2 Rodelio Catamora, PO2 Jose Jay Senario and PO1 Allan Labrague conducted joint manhunt operation for the possible arrest of the suspect. Recovered inside the house of Rose Sofronio were one (1) unit caliber 38 with five (5) live ammos inside the cylinder, no marking and no serial number, one (1) piece short magazine and one (1) piece long magazine of M-16 armalite rifle, one hundred twenty-five (125) pieces live ammos of M-16 armalite rifle, eighteen (18) pieces empty shells of M-16 armalite rifle."

As of this writing suspect Lito Abajo is still at-large.

Upon the instruction of the CPOC Chair, details on how to settle the issue and other related matters discussed during the emergency CPOC meeting were "off the record".

Calbayog City has a new Chief of Police. Police Superintendent Nestor Valenzuela was formally installed today in simple turn-over ceremonies at the Calbayog PNP Headquarters. The event was witnessed by Police Superintendent Felidolfo Enoviso, PNP Samar Assistant Provincial Director for Administration.

Sarmiento wants Calbayog cops returned to old posts

Tacloban City - The outgoing mayor of Calbayog City, Mel Senen Sarmiento, has asked for the immediate return of the 52 policemen from the city who were removed from their assignments during the recently-held elections.

Sarmiento, in a talk with the employees of the city government after the flag-raising ceremonies at the City Hall grounds yesterday, admitted that he was hurt and felt insulted when the regional headquarters of the Philippine National Police pulled out practically the entire city police force.

Worse, the checkpoints were established in the area where he lives, Sarmiento, who won as a congressman representing Samar's first congressional district, said in his extemporaneous speech, a voice copy of which was provided to Leyte Samar Daily Express.

"I could not understand what the professionalism of the Philippine National Police is all about? I'm somewhat lost . . a level of respect to the leadership of the PNP (here in the region)," Sarmiento said.

The city mayor said that if indeed the regional leadership of the PNP was true to its mandate of ensuring peaceful elections in Calbayog, "They should have leveled the playing fields."

Sarmiento could be alluding to the perceptions that the PNP in the region were favoring other candidates to the disadvantage of other candidates like himself.

The city has been earlier identified by the PNP as one of the "areas of concern" during the elections.

Sarmiento, who is also the incumbent chair of the Regional Development Council, said that he would sit down with the officials of the Department of the Interior and Local Government for the immediate return of the city policemen.

Sarmiento said that 52 policemen from Calbayog city police station were relieved from their respective posts, led by then city police chief, Superintendent Lito Bigoy, days before the conduct if the May 10 elections.

these policemen were reassigned to the regional PNP headquarters for their alleged political partisanship. They have yet to return to their old posts in Cabayog City.

Sarmiento also said that the alleged partisanship among the policemen of Calbayog City, which was used as the basis for their transfer, has to be proven first by the PNP regional; headquarters before they were sacked from their posts.

He said that being natives of the city, the possibility that these sacked policemen could have relatives or friends seeking elective posts during the May 10 elections was not remote.

"We're all from Calbayog. We're all friends. Just because they are form here, they were removed even without authority from the Commission on Elections," Sarmiento said.

He also said that as the chief executive of the city, he should have been provided with a list of who would be Calbayog's chief of police.

Sarmiento also said that since he became a mayor, all the requests of the police organization were granted by him, including paper and gasoline supplies. (JOEY A. GABIETA)

PDEA to setup satellite office in Calbayog

The Philippine Drug Enforcement Agency (PDEA) will soon open its satellite office in Calbayog City. This after PDEA-8 Regional Director Julius Navales formally accepted the office space offered by Mayor Mel Sarmiento. The simple turn-over program was done at the City Hall stage last Monday after flag-raising ceremony.

In his speech, RD Navales thanked Mayor Sarmiento for the office space which is located at the Calbayog City Sports Center. He noted that setting up an office in Calbayog is a big boost to the agency's efforts to rid the region of illegal drugs.

The short program was followed by a ribbon-cutting ceremony and brunch at the Calbayog City Sports Center cafeteria.
