Mayor Mel Sarmiento delivered his State of the City Address (SOCA) during the regular session of the Sangguniang Panlungsod this morning. I'll be posting in the coming days some highlights from the Mayor's SOCA 2008. In the meantime let me share some pictures taken during the said event.
