One of the highlights of the 62nd Calbayog Charter Day Celebration was the giving of special awards and citations some to some personalities who have contributed their time and talents to the City of Calbayog.

The personalities cited that night were:

Reynaldo Macaloyos Prudenciado, Jr. for being a 6th placer in the recent Certified Public Accountants (CPA) licensure board examination.
Nemesio "Totoy" Baldesco, a tricycle driver from Barangay Matobato. For winning the Jimmy Y. Balacuit Special Award on Poetry in the 17th National Writers' Workshop held at the Mindanao State Univeristy in Iligan City on May 23-28, 2010.
Ramon Carlo Baring for being a 10th placer in the recent Nursing licensure board examinations (held last July 3 - 4, 2010)
"An Palayaman san Ciudad san Calbayog Program" for its success in providing food security to its beneficiaries and giving positive impact to Calbayog.
The Officials and Personnel of PNP assigned in Police Community Precinct-IV of Calbayog for dedicated service in law enforcement. These are P/Insp Reynaldo P. Lim, SPO2 Joselito D. Serrano, SPO1 Tito Pallones, PO3 Andres B. Francsico, PO2 Erwin U. Beso and P/Insp Sotero C. Abrito, Jr.
Rev. Fr. Marlowe Rosales, ofm. Bestowed the title as "Adopted Son of Calbayog" for his dedication and zestful service in developing the Calbayog youth comprising the CKC-Jose Gomez Symphony Orchestra.
Lt Robert Salvan of the 20th IB PA and Lt Rodrigo Latonio of the 34th IB,PA for exemplary performance in the pursuit of peace in the Happy Valley area of Calbayog.
Mr. Crisanto Pacho, Principal of the Migara Elementary School. For his courageous act in protecting his students during a raid of bandits in Migara last July 16, 2010.
P/Insp Rolando Diaz and the personnel of PNP Community Precinct in Migara. for standing in the forefront in preserving peace and order in the Migara and Happy Valley areas despite limited resources and a smaller strength.
SPO3 Joseph Sagadal for dedication to service. He lost three fingers during an assualt by bandits in Barangay Migara on July 18, 2010.
P/Supt Nestor Valenzuela, Calbayog PNP Chief. For curbin illegal activities involving drugs, gambling and fishing. And for his diligent efforts to be of service to the people which contributed to the maintenance of peace and order in his areas of responsibility.

The citations were presented by Congressman Mel Senen Sarmiento, Mayor Reynaldo Uy and Vice Mayor Ronald Aquino. Also on hand to congratulate the awardees were the members of the Sanguniang Panlungsod.

Charter Day 2010: The Thanksgiving Mass and The Flag-Raising Ceremony

The City of Calbayog celebrated its 62nd Charter Day Anniversary last Saturday, October 16 2010.

As tradition would have it, the day's events commenced with a Thanksgiving Mass at the Sts. Peter and Paul Cathedral. Rev. Fr. Ilumindao Paulino, one of the pastors of Our Lady's Nativity Parish presided over the said celebration. The city officials and some department managers served as lectors during the mass.

After the Eucharistic Celebration, the flag-raising ceremony was held in front of the City Hall. The members of the ISKOLARS led the signing of the "Lupang Hinirang" and "Calbayog". This activity was highlighted by the charter day message of Mayor Reynaldo Uy.

In his message, Mayor Uy updated all concerned of what the LGU has been doing for the people of Calbayog, especially on concerns related to health, agriculture and livelihood. Echoing the theme of the celebration, he called for "determinasyon" and for every one's cooperation and support to the various programs that the 3-D Development Program is set to put in place. Among these are the projects / programs were were launched later that day namely, the Aguit-itan Development Project, the Calbayog City Hospital and the Calbayog LGU - SOS Family Training Center.

Mayor Reynaldo Uy capped his activities for today by inspecting the soon-to-be-finished Calbayog Cultural and Convention Center (CCCC). The CCCC inauguration will be one of the highlights of the 62nd Calbayog Charter Day Celebration on October 16, 2010.

The CCCC is located in Barangay Capoocan, Calbayog City on the site where the old bus terminal once stood.

Alay Lakad 2010

The LGU through the City Social Welfare and Development Office (CSWDO) and the City Treasurer's Office (CTO); and the Bugto Association spearheaded the Alay Lakad 2010. The annual walk-for-a-cause was held at 4:00 am today (October 3, 2010). Participants walked from three "take-off" points namely Calbayog, Oquendo and Tinambacan. They converged at the Calbayog City Airport where a mass was held and it was followed by a short program.

This year, the participants contributed 50 to 100 pesos for the fund which is intended for the training programs for the out-of-school youth of Calbayog.

Thie walk was participated in by the City Officials, LGU employees, NGOs, private establishments and public and private schools.

PhilHealth conducted an Orientation on the Nationwide PhilHealth Registration Day. The activity was held this morning at the Marju Krisel function hall.

Mayor Reynaldo Uy was on hand to deliver a welcome message to the invited guests which included the City Officials, DILG and DepEd personnel, members of NGOs and the media.

The orientation gave details on PhilHealth Sabado which falls on October 2, 2010, the 100th day since President Noynoy Aquino was sworn into office. In Calbayog, the activity aims to register at least 10,000 indigent households as identified by the CSWDO.

As planned during People's Day held in Barangay Aguit-itan, Mayor Reynaldo Uy together with the City Officials, Department Managers and Assistant Department Managers visited the Calbayog Public Market today (September 13, 2010).

In a way, the visit was aimed at checking the condition of the place and to answer some issues regarding market stall ownership and the non-compliance of some stall holders and vendors to the policies set by the City Economic Enterprise Development and Management Office (EEDMO). It should be noted that the City Government is set to continue the construction of the Public Market and Land Transport Terminal in Barangay Bagacay. The EEDMO is currently finishing the terms as to how stalls at the new public market will be made available to the market vendors / local businessmen.

The transfer of the stall holders will begin immediately after the completion of the new public market. As Mayor Uy would announce during the presscon this afternoon, the present public market will give way to the mid-size mall to be constructed by the Gaisano group.

Aside from greeting the vendors, Mayor Uy saw for himself this: dirty water being fetched from the Calbayog river and the same is being used by some vendors to wash the fish and other products being sold in the market. This has long been a practice of some hard-headed vendors (as what EEDMO Chief Nida Beso would call them). Upon seeing this, Mayor Uy called the attention of the concerned vendors who promised to stop the practice.

The Hermanas Mayores paid a courtesy call on Mayor Reynaldo Uy this morning. Actually only one of the hermanas was present. Pheona Camille Ladrero - Robinson who was accompanied by her husband Nick and her mom Freda Ladrero. The other hermanas were represented by their mothers, Mrs. Nila Bernardo - Suan for Riza Suan and Mrs. Paz Uyloan - De Guzman for Hannah Pia De Guzman.

Mayor Reynaldo Uy was invited to the launching of the Enhanced Justice on Wheels Program (JOW) which was held at the grounds of the Calbayog City Sports Center. The affair was graced by Deputy Court Administrator Nimfa Cuesta - Vilches.

In his message, Mayor Uy commended the Supreme Court for the program. "The simple bus transformed into a courtroom" will undoubtedly benefit the especially poor sector of society who are facing problems in the courts. That it's not only a symbol but an actual proof of bringing justice close to the people.

For her part, DCA Vilches said that she is happy to have Calbayog as "launch site" for the Enhanced Justice on Wheels Program in Samar Island. She thanked Mayor Uy and other LGU officials for the support in the launching program; and for providing doctors during the medical and dental mission for the Calbayog jail inmates. She noted that the number of cases in the courts, especially commercial cases is an indication of progress in the city. 4,299 inmates have released under the program since it was re-launched in 2008. And in today's JOW program in Calbayog, 63 inmates were released.

Chief Justice Renato Corona, Justice Antonio Nachura and Court Administrator Midas Marquez were not able to make it because of a Supreme Court en banc session that day.

Mayor Reynaldo Uy attended the Tomasing Gomez / Dinagan Gawad Kalinga (GK) Village Groundbreaking and MOA signing in Barangay Dinagan last Saturday. The affair was graced by GK Board Member Elisea "Bebet" Gozun. Ms. Gozun who is a former DENR Secretary is also the Program Director of Green Kalinga.

The day's activity included the MOA signing between the GK and Barangay Dinagan. The Gomezes led by Atty. Eduardo Gomez were also on hand to sign for additional lot donation. After the groundbreaking ceremony, some the invited guests and Punong Barangay proceeded to Breadmix Conference Hall at the city proper an Environmental Forum with Ms. Elisea Gozun.

LGU signs MOA with IJM

Last Monday, after his visit in Barangay Aguit-itan and the Slaughter House, Mayor Reynaldo Uy attended the program of the International Justice Mission (IJM) at Marju Krisel Resort. A highlight of the activity was the signing of the Memorandum of Agreement (MOA) between the LGU and IJM.

Subject of the MOA was the CSWDO-operated institution known as Calbayog Response Center for Women and Children (CRESCENT-WC) which is located in Barangay Payahan. It can be recalled that the center was opened sometime in October of 1999 with then Vice President Gloria Arroyo as guest of honor. The center was aimed at enabling Children in Need of Special Protection (CNSP) and Women in Especially Difficult Circumstances (WEDC) resolve their problems and thus restore their normal social functioning through the provision of protective rehabilitative services.

The CRESCENT building is in need of repair. Thus, as stipulated in the MOA, the IJM shall provide support social services, which will include the following:

The improvement of the facility for the total well-being of the admitted residents. The improvements of the building will cost Php 686,438.78.
Provision of free legal services to victims of trafficking in person.

For its counterpart, the LGU shall execute the following:

Allocate funds for labor, equipment rental and contingencies amounting to Php 136,823.24
Assign the City Engineering Office as the Project Implementation and Management Team; and
Continuously allocate funds for the maintenance of the CRESCENT-WC Building.

The LGU will also provide manpower and facility for the implementation and sustainability of the programs and services such as temporary shelter to address needs and problems of CNSP and WEDC to include victims of trafficking in persons; make provisions for the continuous awareness raising activities and advocacy campaign on anti-trafficking in person; allow the CSWDO to participate in the programs of the IJM; and accommodate proposals from the CSWDO on the delivery of basic services provided that such proposals are covered within the area of IJM’s program.

IJM is an international human rights organization which provides free investigative, legal and social work assistance to the urban poor especially cases involving child abuse and child sex trafficking in the National Capital Region, the neighboring provinces and Calbayog City.

As agreed upon during the People's Day held last week in Barangay Aguit-itan, the City Officials led by Mayor Reynaldo Uy, together with the Department managers visited the said barangay to see for themselves what was reported by the General Services Office (GSO). The GSO personnel had Aguit-itan as their assignment during the Iwas Dengue days activity of the LGU.

The officials visited the fishport and the so-called "wetland" area of Aguit-itan. The bulk of garbage seen in the area prompted the City Mayor to form a multi-department committee composed of the City Solid Waste Management Office, the City Health Office, the General Services Office, the City Urban Housing Division, the PNP and the Aguit-itan Barangay Council to come up with solutions.

Aside from the garbage, the condition of the majority of the settlers in the area prompted the officials to include the said barangay in the top priorities of the Calbayog Urbanization Programs Services (CUPS) component of the 3-D Development Program.

Mayor Reynaldo Uy observed Samar Day by meeting with the officers of the various Urban Poor organizations of Calbayog.

The activity was held at I's Plant Hotel and was attended by the City Officials namely Vice Mayor Ronald Aquino, Councilors Ronald Mark Aquino, Raymund Uy, Arturo Pasacas, Rey James Uy, Rogelio Casurao, Regina Rabuya, Julius Mancol, Susano Salurio, Vergel Clemens and Ver Porlares.

City Urban Housing Division (CUHD) Chief Cecinio Oquendo updated the city officials on what his office is doing. Aside from helping the various urban poor homeowners associations, his office did some interventions (social engineering) and / or assistance for those affected by the various projects implemented by the government to include the NGCP construction of the substation in Carayman, the Rueda walkway, the airport expansion project, among others.

Through the CUHD, the city was able to acquire some lots from the National Government and the same were distributed to the urban poor settlers in the various barangays namey:

Barangay Balud Purok 5 (42,088 sq. m.)
Barangay Balud from Rueda to Gomez streets (2,100 sq. m.)
Barangay Dagum Purok 1 (6,686 sq. m.)

The best news for the day was delivered by Mayor Reynaldo Uy himself. Mayor Uy announced the conversion of the Urban Housing Division into a full-pledge department to be known as the City Housing Department with Mr. Cecinio Oquendo as its first Department Manager.

PNP Calbayog nabs suspected Marijuana Plant grower

Calbayog PNP led by Calbayog Chief of Police nabbed one Renato Manota y Torculas, 60 years old of Purok 1, Barangay Trinidad, Calbayog City. He was suspected to have planted Marijuana plants in his residence and was the subject of Oplan Sangbanat which PNP Calbayog put in place last July 29, 2010.

Let me give you parts of the police report which I got from PNP Calbayog:

On or about 5:45 pm of July 29, 2010, PNP Team of Calbayog City Station led by PSupt Nestor Valenzuela together with PS1 Delfin Jaropojop, Jr., PS1 Antonio Cruda, SPO3 Genaro Nabual, SPO3 Gershon MOngas, SPO1 Inocentes Laure, SPO1 Crispin Singzon, PO3 Victor Dangco, Jr., PO2 Gerry Liray and PO1 Diomedes Aquiliño in coordination with PDEA-8 conducted a search in the premises of he residence of Renato Manota, Sr. situated Old National Road, Purok 1, Barangay Trinidad, Calbayog City.

The search was conducted by virtue of search warrant number 01-10 dated July 29, 2010 issued by Executive Judge Reynaldo Clemens of RTC Branch 31.

The search resulted in the confiscation of three (3) pieces of suspected Marijuana plants each measuring more or less fifteen (15) feet, twelve (12) feet and five (5) feet. Also found was one (1) plastic pouch containing dried suspected marijuana leaves and two (2) pieces seed boxes with suspected marijuana seedlings. The operation resulted in the arrest of one Renato Manota, Sr., alias Rene, 60 years old, married, retired ATO personnel and a resident of Old National Road, Purok 1, Barangay Trinidad.

A case for violation of Section 16, Article II of R.A. 9165 is now being prepared for immediate filing on court.

Iwas Dengue report from the City Agriculture Office

The Iwas Dengue Days Program of the City Government was launched about two weeks ago. The LGU offices were each given a barangay or area of assignment. The City Agriculture Office was among the few offices which provided the Office of the City Mayor their Iwas Dengue report.

On July 23, 2010, the 24 City Agriculture Office personnel met with the Barangay Officials headed by Brgy.Chairman Genaro Luaton. Also present in the said meeting were some 4P’s beneficiaries. After the meeting, sites inspection was done. The team found some problems which contributed to the increase of the population of mosquito.

An interview with Tinambacan Norte Brgy. Kagawad Rachel Lerio revealed that fifteen (15) dengue-cases were reported in the barangay from January to July 2010. The victims’ ages ranged from 5 to 9 years old. There was one (1) reported casualty - the five (5) year old granddaughter of Brgy. Kagawad Jaime Castante who died on May 2010. About a week ago, a son of a nurse in a local hospital was diagnosed to have been infected with dengue. It should be noted that as of this report, Tinambacan Norte ranked 3^rd among the barangays of Calbayog with the most dengue-related cases.

Here are some of the issues and concerns which the CA personnel identified:

A good number of open canals were clogged due to the trash (plastics, leaves, sand, etc) being thrown into it.
Most of the canals were allegedly “erroneously designed”, with some having floor elevation of the exit much higher than the entry point.
Some of the canals encroach private / fenced properties, which made the cleaning of clogged canals hard for the kamineros.
A of piggery owned by on Mr. Lentejas does not have septic tank.
Littering is a big issue that needed to be addressed. Despite the Barangay's Anti-Littering Ordinance, the populace continue to throw their trash anywhere.
It was learned that the collection of garbage was done only once a week (Wednesday), and that could be reason why some residents just throw their garbage in an open field or any area for that matter.

The City Agriculture Office personnel will be doing follow-ups on their findings in the forthcoming Iwas Dengue days activity.

Calbayog launches the Tri-District Program

The City Government officially launched the Tri-District (3-D) Development Program Today. The event which was preceded by a motorcade was held at the Calbayog City Sports Center. Invited to the event were the Punong Barangays from the 157 barangays of Calbayog.

Mayor Reynaldo Uy officially launched the program. In his message before the crowd which also included the various Department Managers and city stakeholders, he enumerated some points from his Executive Order which re-launched the 3-D Program. He informed all present that the 3-D slogan is DETERMINASYON: DALAN sa DAYUN nga kauswagan. The 3-D battle-cry is LET’S HELP-Calbayog City. It is an acronym which reads L for legislative; E for executive, T & S for total support; H for health and humanitarian concerns; E for education, culture and the arts, environment, eco-tourism, energy and communication empowerment in governance; L for livelihood, land and housing; P for projects, production, peace and order, population development and partnerships

The Executive Directors of the various 3-D program components were on hand to give their respective presentations. They were Mr. Ruben Adona, Mr. Francisco Baldo, Mr. Justino Arnejo, Engr. Rafaelito Serrano, Dr. Teodoro Fortaleza and Ms. Rosario Gonzaga

The 3-D Program in a way divides Calbayog into four districts through its four components namely Oquendo Key Program for Revitalization, Sustainability and Services (OK-PROGRESS) for Oquendo District, Tinambacan Upliftment of Socio-Economic Conditions (TUSEC) for Tinambacan District and Seven Hills Happy Valley Alleviation and Road Program (SHARP) and Calbayog Urbanization Program and Services (CUPS) for Calbayog District.

More fine-tuning and updating are set for the program. Its implementation will include Database Establishment and Data Gathering, Identification of Problems and Solutions to include Feasibility Studies, Strong Support, Determined Executive Action, AND People’s Participation.

The 3-D program components and its respective programs are as follows:

- Health (Hospital, Medicines, Nutrition, Mother and Child Health Care)

- Education (School Bus, Scholarship, High School, Teachers, Classrooms, non-formal adult education and responsible parenting classes)

- Infrastructure (Power / Communication, Roads, Water, Irrigation, Warehouse, Solar Dryer, School Buildings, Mini Hospitals with Health Centers, Training / Demo Centers, Sports Facilities, Drainage, Intermodal Transport system)

- Agriculture (Grains, Coconut, Abaca, Rootcrops, Cash Crops, Vegetable, Aquaculture, Horticulture)

- Livestock (Pig Production / Fattening / Dispersal, Cow Production / Fattening / Dispersal, Carabao Production / Fattening / Dispersal, Goats Production / Fattening / Dispersal)

- Industries / SMEs (Food processing, Handicraft, Furniture, Ceramics)

- Power (Hydro-electric project)

- Environment (Anti-illegal logging, Anti-illegal quarrying, Reforestation)

- Peace and Order (Programs/ Drives against: Illegal gambling, Prostitution / Recruitment, Illegal Drugs, Illegal Fishing, Illegal Logging, Illegal Quarrying, Juvenile Delinquency)

As with the previous days after he assumed office, a good number of callers with various concerns were on hand to meet with Mayor Reynaldo Uy.

Among the groups that Mayor Uy met today were the officers of the Senior Citizens Federation of Calbayog City. The group was on hand to personally hand-over the plaque of appreciation which the National Senior Citizens Federation gave to Mayor Uy for his effort (while he was a Congressman) for the passage of RA 9994 or the Expanded Senior Citizens Act of 2010.

Mayor Uy also presided over a special (emergency) meeting of the City Peace and Order Council (CPOC). The said meeting was held at the office of DILG City Director Valente Bajet. The main agenda of the meeting was the solution to the problem brought by the bandits that terrorized Barangay Migara.

Mayor Uy also took time to be at the City Cooperatives Office where he delivered a message during the oath-taking ceremony of the newly-elected officers of the Calbayog City Cooperative Development Organization.

Calbayog City fights Dengue

Calbayog City – Mayor Reynaldo Uy on Friday spearheaded the City Government’s IWAS DENGUE Clean-Up Drive / Anti Dengue Days Program. The activity was launched through a simple program at the City Hall stage yesterday morning. Present were the SP members led by Vice Mayor Ronaldo Aquino, and the LGU employees led by their respective Department Managers.

The activity came to be by virtue of Executive Order No. 2 which Mayor Uy signed on July 22, 2010. EO 2 declared July 23 to 24, 2010 as “Iwas Dengue Days” in Calbayog City.

The Iwas Dengue Days Program is being spearheaded by the Tri-District Development Program Office and the City Health Office (CHO). It includes a simultaneous cleanup and information drive in all the barangays in the city. It is aimed at eradicating mosquitoes and preventing the spread of the dengue virus. It will be done simultaneously so that dislocated mosquitoes won’t transfer to other barangays when their domicile and breeding places in one barangay is disturbed.

The various Department Managers and their employees were assigned one barangay each. They will visit their assigned barangay / school, coordinate with the barangay / school officials and put in place the following basic or simple activities:

- Encourage residents/ students to clean their houses/classrooms & surrounding/ school campus.

- Look for stagnant water and throw these away.

- Discard empty containers so that it will not catch water when it rains.

- Turn empty bottles upside down so that it will not catch water.

- Unclog canals if necessary.

- Conduct information dissemination through for a “pulong-pulong”, “bandillo” and / or distribution of leaflets and other reading materials.

- Immediately report to the CHO suspected dengue cases.

On the other hand, the CHO will do the following:

- Get samples of larvae from barangays to determine the presence of larvae-carrying mosquitoes

- Treat with larvaecides canals and stagnant water which cannot be drained, spilled or thrown out

- Conduct information drive in the barangays

- Reproduce and provide leaflets and other reading materials on the dengue prevention, symptoms, and on what to do with suspect dengue victims.

More Anti Dengue Days (ADDs) will be held so as to cover all the 157 barangays of Calbayog. The July 23 & 24 ADDs is an initial step which covers the carline barangays of Calbayog namely Naga, Carayman, Bagacay, Rawis, East Awang, West Awang, Aguit-itan, Balud, Central, Carmen, Payahan, Obrero, Matobato, Capoocan, San Policarpo, Trinidad, Cagsalaosao, Lonoy, Palanas, Anislag, Begaho, Oquendo, Amampacang, Tinambacan Norte and Tinambacan Sur.

As per info from the CHO, Region 8 ranked first nationwide in the number of dengue cases reported; and Calbayog City ranked 5^th in Eastern Visayas.

DOT conducts Orientation on Tourism Statistics Data Generation

The Department of Tourism (DOT RO-8) on Thursday conducted an Orientation on Tourism Statistics Data Generation. The event was organized by the DOT in coordination with the City Government of Calbayog through the City Tourism and Information Office (CTIO).

Invited to the activity which was held at the I's Plant Restaurant were local hotel operators. It was aimed at giving local hospitality business providers the knowledge on how to accurately collect and analyze tourism-related data.

Mr. Antonio "Toto" Cinco represented DOT RO-8 Director Karina Tiopes. Mayor Reynaldo Uy was represented by CTIO Linda Calesa.

City chief executives voted Mayor Reynaldo Uy as representative of Region 8 in the recent 9^th National Election and 56^th General Assembly of the League of Cities of the Philippines (LCP). Both events were held at the Century Park Hotel on July 17, 2010.

Mayor Oscar Rodriguez of San Fernando, Pampanga, Mayor Enrico Echiverri of Caloocan, and Mayor Hernani Braganza of Alaminos,Pangasinan were voted President, Chairperson, and Secretary General, respectively.

As a regional representative, Mayor Uy will sit as an officer in the LCP National Executive Board (NEB) until 2013. The NEB sets the policy direction of the 122-strong organization of cities in the country.

Update on the Calbayog City Hospital

Mayor Reynaldo Uy as he greeted the DOH RO-8 group which was headed by Dr. Minerva Molon.

Mayor Reynaldo Uy met with the representative of the Department of Health (DOH) RO-8 today. The meeting was held at the Marju-Krisel Function Hall immediately after the CPOC emergency meeting.

The DOH team was headed by DOH RO-8 Assistant Regional Director Dr. Minerva Molon. With her were Dr. Exuperia Sabalberino, Dr. Perla Ernacio, Mrs. Nellosa Guarda and Engr. Jasper De Veyra. Also present were the members of the Ad Hoc Committee which was formed for the Calbayog City Hospital.

Dr. Molon updated Mayor Uy and the Ad Hoc Committee members on the evaluation on the application for Certificate of Need (CON) of the Calbayog City Hospital.

Five criteria were taken into consideration.

Criteria 1. Bed to Population ratio.

For its primary catchment area, the hospital being a level 3 application will have the (Samar) province as coverage area hence it will have a catchment population of approximately 1,438,000. As of the moment 340 hospital beds are available in the primary catchment area. The number of hospital beds are distributed as follows: Samar Provincial Hospital (100 beds), Calbayog District Hospital (75 beds), Gandara (10 beds), Bassey (25 beds), Tarangnan (10 beds), St. Camillus Hospital (25 beds), Calbayog Sanitarium Hospital (15 beds) and OLPHI (80 beds)

On the other hand, 350 beds are available in the secondary catchment area (and this would be the Northern Samar area). The hospitals in the area are Allen Hospital (50 beds), Biri (25 beds), Capul (25 beds), GB Tan (50 beds), NSPH (100 beds), Gamay (25 beds), San Antonio (25 beds), San Vicente (10 beds), Catubig (25 beds), Leoncio Uy Private Hospital (15 beds).

Total inventory of hospital beds is at 735, to include the approved PTC for 50-bed Samar Doctors.

The ideal bed-to-population ratio is = 0.511, which means that the province still needs 703 beds more. Calbayog's application for 25 beds is passed the first criteria; and that applying for 50 beds would still be okey.

Criteria 2. Travel Time. At least one hour away from the nearest hospital. This was not met, with OLPHI, a level-3 hospital and St. Camillus Hospital.

Criteria 3. Accessibility. This was okeyed by the group.

Criteria 4. Strategic Location. The group visited the proposed site after the meeting at Marju-Krisel and a recommendation is forthcoming.

Criteria 5. Integration in the local hospital development plan. As of today's meeting, only the City annual Investment Plan was received by DOH RO-8.

The following recommendations were presented by the DOH group and duly noted by the Ad Hoc Committee:

The CON is approved, however there is a need to look into the clustering of the private hospitals in the proposed site.
The possibility of the proposed hospital becoming a dumping ground of "indigent cases" which might be rejected by the private hospitals.
The need for the hospital plan to be integrated in the City Development Plan for sustainability.
Present budget is only for the construction of the hospital physical structure. Still needed to be looked into are manpower, equipment and service capability needs which cost bigger budget.

Mayor Reynaldo Uy presided over an emergency City Peace and Order Council (CPOC) meeting this morning. On the agenda was the shooting incident in Barangay Migara last Sunday July18, 2010.

Newly-installed Calbayog Chief of Police, Senior Superintendent Nestor Valenzuela gave a spot report on the incident.

On or about 11:00 pm of July 18, 2010 at Brgy. Migara, Calbayog City, particularly inside the house of Rose Sofronio, joint operation of PCP II and Calbayog City Police Station, PNP personnel led by P1 Rolando Diaz, chief PCP II together with SPO2 Roberto Labian and PO3 Bebiano Caber were about to serve the warrant of arrest on (one) Lito Abajo (legal age, single and resident of Brgy. Migara) for murder in Criminal Cases No. 5086. 6291 and 6386. Therein said Lito Abajo while armed with M-16 armalite rifle suddenly opened fire to the arresting officers resulting in PO3 Joseph Justiniano Sagadal sustaining gunshot wound on his left hand which resulted to his two fingers being amputated. The suspect managed to evade arrest. PO3 Joseph Justiniano was rushed to the St. Camillus Hospital for medication. elements of Calbayog City Police Station led by P1 Rolando Diaz, together with SPO2 Roberto Labian, SPO1 Nilo Martija, PO3 Nemesio Terado, PO3 Bebiano Caber, PO3 Charles Coprada, PO2 Rodelio Catamora, PO2 Jose Jay Senario and PO1 Allan Labrague conducted joint manhunt operation for the possible arrest of the suspect. Recovered inside the house of Rose Sofronio were one (1) unit caliber 38 with five (5) live ammos inside the cylinder, no marking and no serial number, one (1) piece short magazine and one (1) piece long magazine of M-16 armalite rifle, one hundred twenty-five (125) pieces live ammos of M-16 armalite rifle, eighteen (18) pieces empty shells of M-16 armalite rifle."

As of this writing suspect Lito Abajo is still at-large.

Upon the instruction of the CPOC Chair, details on how to settle the issue and other related matters discussed during the emergency CPOC meeting were "off the record".

Calbayog observes 32nd National Disability Prevention and Rehabilitation Week

The City Government through the City Social Welfare and Development Office (CSWDO) is observing the 32nd National Disability Prevention and Rehabilitation Week.

The celebration was launched today, July 19, 2010 through a simple program was held at the City Hall Stage after the flag-raising ceremony. CSWDO Betty Jane Arnejo was on hand to give the rationale of the program and also to inform everyone of the activities lined up for the celebration. Also present were some visually-impaired students and members of the Hearing Impaired Class from the Calbayog City SPED Center. They were accompanied by their advisers Mrs. Nimfa Cacait and Mrs. Gemma Tapel.

Today's activities will include inspection of "non-accessible" establishments, scouting of children with visual impairments and radio guesting.

On July 20, 2010 Orientations / Updates on the implementation of BP 344 and RA 9442; and the Person with Disability Affairs Office (RA 1070) will be conducted at the Senior Citizens' Center. A Pangkabuhayan Skills Workshop will also be conducted by the City Federation of Persons with Disabilities (CFPD).

On July 21, 2010, the CFPD will have a Family Fun Day and socialization.

On July 22, 2010, a training on family members on the care and management of mentally-challenged children and other learning difficulties will be conducted at the Senior Citizens' Center.

Samar Solon Push for New Samar Province

Representative Mel Senen Sarmiento of the first district of Samar filed on July 15 House Bill 1488 which seeks to create a new province in the Island of Samar.

To be known as Northwestern Samar, the move was initiated by former Congressman and now Calbayog City Mayor Reynaldo Uy. The bill however failed to be enacted into law in the fourteenth congress.

According to Rep. Sarmiento, the proposed province complies with all the requirements stated in Section 461 of the Local Government Code of 1991. The law requires of a province to have at least 250,000 inhabitants, at least 2,000 square kilometers land area, and at least twenty million generated income.

Rep. Sarmiento explains that having a separate province will pave the way for a more manageable cluster of local government units in Samar. The proposed province, with land area of 2,332.20 square kilometers, has a total population of 275,697 in the 2000 survey by the National Statistics Office. He also cited that the generated income of Calbayog City alone satisfies the income requirement in the creation of a new province. Calbayog city and nine other municipalities, namely Almagro, Gandara, Matuguinao, Pagsangahan, San Jorge, Santa Maragarita, Sto. Nino, Tagapul-an, and tarangan, will be comprising the Northwestern Samar.

The representative likewise filed House 1490 which seeks to annex the Calbayog City District Hospital (CCDH) to the Eastern Visayas Regional Medical Center (EVRMC). Rep. Sarmiento said the bill, if approved by both houses, will further enhance the capacity and facility of the CCDH. Because of the limited facility of the CCDH, people from Samar are sometimes referred to the EVRMC in Tacloban City.

Many matters were were discussed during the presscon, among these are the plan to put in place the Calbayog City Hospital, the re-implementation of the Calbayog Tri-District (3-D) Program, and the need to increase local revenues. He also acknowledged that the City is financially stable and that former Mayor Mel Sarmiento managed the city exceptionally well.

Worth noting is the Mayor's stand on the cityhood of some municipalities, particularly those in Samar. Mayor Uy himself admitted that he has a different stand compared to that of his predecessor Congressman Mel Sarmiento. While he has no comment on the case of the 16 cities which is still pending in he Supreme Court, Mayor Uy believes that it's about time that we allow others to grow. "If we want to grow, why can't we allow others to grow"

The LGU through the City Nutrition Council launched Nutrition Month 2010 today. The opening program was held during the flag-raising ceremony in front the City Hall. Vice Mayor Ronald Aquino led the City Officials during the program. He delivered a message on behalf of Mayor Reynaldo Uy. Also on hand were City Agricuturist Adela Ocenar, Dr. Ginalee Romano and DepEd's Nora Capetillo and Mercy Garcia.

The month-long celebration will include the following activities:

Mayor Uy creates Ad Hoc committee for the creation of the Calbayog City Hospital

Mayor Reynaldo Uy on Friday signed Executive Order No. 1. That EO ordered the creation of an Ad Hoc Committee tasked for the creation of the Calbayog City Hospital.

The EO cited proper health service delivery as one of the primary objectives of the LGU; and that it is the human right of every Filipino to have access to proper health care. It also cited that the only government-owned hospital in Calbayog has become ineffective and failed miserably and the private hospitals currently serving Calbayog charge exorbitant fees; and that the City Government believes that proper medical and hospital care be given especially to less –fortunate Calbayogon.

The Ad Hoc Committee shall be tasked to search for a lot area where the City Government could construct a hospital; and appropriate funds needed for the construction.

The same committee shall search for a doctor/ surgeon to head the hospital and take charge of the staffing pattern.

Mayor Reynaldo Uy went to work today. His started his day with a prayer and a meeting with the employees of the City Mayor's Office. After a flurry of meetings with some Department Managers and his callers, he took time to meet the LGU employees before the flag-retreat ceremony. In the said meeting he enjoined everyone to be united and do their share in providing good service to the people of Calbayog. He called on everyone to be good performers or performing assets of the LGU and even hinted at giving generous bonuses for those who will be able to deliver good service to the LGU.

Mayor Reynaldo Uy yesterday met with the City Officials, the Department Managers and Assistant Department Managers of LGU-Calbayog. The said meeting was held at the Marju Krisel function hall a few hours after the oath-taking ceremonies. Various issues and concerns were raised during the said meeting. It included the intention of the city to construct the Calbayog City Hospital, the issue on employee performance, the re-implementation of the Tri-District Program, among others. The 6-hour meeting formally adjourned at 10:00 o'clock in the evening.

Procurement Service subdepot opens in Calbayog City

Catbalogan City (25 June) -- The Procurement Service Regional Office 8 under the supervision of the Department of Budget 8 opens its third sub-depot in Calbayog City on June 24, 2010.

Located in the new Calbayog City Sports Complex, the depot will sell 300 most common office supplies.

Fr July Gaddi blessed the government procurement service depot with scores of government workers and media in attendance.

"I am thankful to DBM for believing in Calbayog, " Mayor Mel Senen Sarmiento said in his welcome remarks.

He stressed that he wanted to purchase quality office supplies without necessarily going to the tedious work of checking the quality, exact number and the prices.

With the sub-depot in their midst, the government agencies are then assured of quality and reasonably priced office supplies.

"The Calbayog sub-depot is strategically located and can serve, Catbalogan, Catarman and other LGUs, " stressed Sarmiento.

Mr Estanislao Granados, Procurement Service Director in the Region graced the launching along with Ms Imelda Laceras, DBM 8 Regional Director.

Director Granados surprised everyone when he addressed the crowd in fluent Waray, claiming later that he is from Leyte.

The director also revealed that since he is retiring, his attendance in the Calbayog event is his last public appearance.

Calbayog Sub-depot is the 10th provincial depot while there are 12 regional depots, accross the country, according to Director Laceras.

Both Laceras and Granados emphasized that Government offices are mandated by law to purchase office supplies in the depot which is now more accessible.

Atty. Isagani Togonon was assigned to lead the sub-depot along with some six Calbayog City employees deployed by the city government.

Laceras said that Procurement Service in the Region's biggest customer is the army as Samar island houses the 8th Infantry Division (8th ID)and three or four battalions.

Sarmiento wants Calbayog cops returned to old posts

Tacloban City - The outgoing mayor of Calbayog City, Mel Senen Sarmiento, has asked for the immediate return of the 52 policemen from the city who were removed from their assignments during the recently-held elections.

Sarmiento, in a talk with the employees of the city government after the flag-raising ceremonies at the City Hall grounds yesterday, admitted that he was hurt and felt insulted when the regional headquarters of the Philippine National Police pulled out practically the entire city police force.

Worse, the checkpoints were established in the area where he lives, Sarmiento, who won as a congressman representing Samar's first congressional district, said in his extemporaneous speech, a voice copy of which was provided to Leyte Samar Daily Express.

"I could not understand what the professionalism of the Philippine National Police is all about? I'm somewhat lost . . a level of respect to the leadership of the PNP (here in the region)," Sarmiento said.

The city mayor said that if indeed the regional leadership of the PNP was true to its mandate of ensuring peaceful elections in Calbayog, "They should have leveled the playing fields."

Sarmiento could be alluding to the perceptions that the PNP in the region were favoring other candidates to the disadvantage of other candidates like himself.

The city has been earlier identified by the PNP as one of the "areas of concern" during the elections.

Sarmiento, who is also the incumbent chair of the Regional Development Council, said that he would sit down with the officials of the Department of the Interior and Local Government for the immediate return of the city policemen.

Sarmiento said that 52 policemen from Calbayog city police station were relieved from their respective posts, led by then city police chief, Superintendent Lito Bigoy, days before the conduct if the May 10 elections.

these policemen were reassigned to the regional PNP headquarters for their alleged political partisanship. They have yet to return to their old posts in Cabayog City.

Sarmiento also said that the alleged partisanship among the policemen of Calbayog City, which was used as the basis for their transfer, has to be proven first by the PNP regional; headquarters before they were sacked from their posts.

He said that being natives of the city, the possibility that these sacked policemen could have relatives or friends seeking elective posts during the May 10 elections was not remote.

"We're all from Calbayog. We're all friends. Just because they are form here, they were removed even without authority from the Commission on Elections," Sarmiento said.

He also said that as the chief executive of the city, he should have been provided with a list of who would be Calbayog's chief of police.

Nemesio “Totoy” Baldesco, a tricycle “padyak” driver from Calbayog City, won the Jimmy Y. Balacuit Special Award on Poetry in the just concluded 17^th Iligan National Writers Workshop held at the Mindanao State University, Iligan City on May 23-28, 2010.

Baldesco was given with such meritorious award by the panel of critics from big universities in the country for his craftsmanship in his poem “Sikad” which talks about the life of a tricycle driver who takes pain in earning money just to feed his family and send his children to school.

The panel of critics who granted the said award were: Antonio Enriquez (Ateneo de Zamboanga), Leoncio P. Deriada (UP Iloilo), Merlie M. Alunan (UP Tacloban), Victor N. Sugbo (UP Tacloban), German V. Gervacio (MSU-IIT), Steven P.C. Fernandez (MSU-IIT), this year’s keynote lecturer, Lawrence Ypil (Ateneo de Manila University), and workshop director, Christine Godinez-Ortega (MSU-IIT).

Baldesco was the only fellow from Eastern Visayas. Along with him were: Bernardo Miguel from Calabanga, Camarines Sur; Paul A. Castillo from the University of Santo Tomas, Manila; Roberto Klemente R. Timonera from MSU-IIT, Iligan City; Gratian Paul R. Tidor, MSU-IIT, Dipolog City; Herminigildo M. Dico, MSU-IIT, Dumingog, Zamboanga del Sur; Jona B. Bering from the University of San Carlos, Cebu City; Jayson E. Parba, Capitol University, Cagayan de Oro City; Kyra Camille C. Ballesteros, Ateneo de Manila University, Taytay, Rizal; Romulo P. Pena, UP Diliman, Quezon City; Reynaldo A. Villaruz, Colegio de la Purisima Concepcion, Roxas City; and Anili F. Butcon, Xavier University, Cagayan de Oro City.

The said writer has already received numerous awards from various award-giving bodies. In Eastern Visayas for example, the Ibabao Arts Council of Calbayog bestowed unto him the Poet Laureate Award of Calbayog in 2008 during the Siday sa Kahanginan Poetry and the Provincial Government of Samar proclaimed him Champion in the Oral Siday Competition held in 2004 during the Samar Day Celebration. While at the national scene, Baldesco received a Gantimpalang Ani Award for Poetry in 1994 from the Cultural Center of the Philippines (CCP) and in 2007 the Gawad Komisyon Karangalang Banggit for Poetry by the Komisyon sa Wikang Filipino (KWF).

As a traditional writer in Waray, Baldesco updated himself in contemporary writing through his active involvement in the annual Lamiraw Regional Creative Writing Workshop held in Northwest Samar State University ( NwSSU). His attendance in the Iligan workshop this year is a big leap in broadening his knowledge in poetry and literary criticism, especially in honing his craftsmanship.

Calbayog celebrates Farmers' and Fisherfolks Week

The City Government of Calbayog officially launched the Farmers' and Fisherfolks Week during this morning's flag-raising Ceremony. The event is being undertaken by the LGU through the City Agriculture Office, in coordination with the City Agriculture and Fisheries Council (CAFC), the City Agricultural Resources Management Council (CFARMC) and the Regional Fishermen's Training Center (RFTC).

The staff of the City Agriculture Office led by Mrs. Adela Ocenar was on hand together with the members of the CAFC and the CFARMC. Messages were delivered by CFARMC Chairperson Nick Balili and CAFC Vice Chairperson Mike Pedrozo. They both called on all concerned to do their share to combat climate change which is one great factor that will affect the human food chain.

The day's events include the Opening Program, the regular tabo at the Cardinal Rosales Plaza, the motorcade and the cooking demo courtesy of RFTC-Catbalogan.

Other events will include "Tagisan ng Lakas at Diskarte" at Pantai Pingkit (Manguino-o); and the culminating activity on Friday which will include a showing of a video on Climate Change and the demo on the composting facility at the SOS Children's Village.

Officials ballots delivered to Calbayog

The official ballots for the May 10, 2010 election have been delivered to Calbayog. Assistant City Treasurer Evelyn Junio received earlier this afternoon 210 boxes containing the official ballots for the 210 clustered precints in the two districts of Calbayog. The boxes are now stored at the City Treasurer's Office lobby. PNP officers have been assigned to provide security in the area.

The Philippine Drug Enforcement Agency (PDEA) will soon open its satellite office in Calbayog City. This after PDEA-8 Regional Director Julius Navales formally accepted the office space offered by Mayor Mel Sarmiento. The simple turn-over program was done at the City Hall stage last Monday after flag-raising ceremony.

In his speech, RD Navales thanked Mayor Sarmiento for the office space which is located at the Calbayog City Sports Center. He noted that setting up an office in Calbayog is a big boost to the agency's efforts to rid the region of illegal drugs.

The short program was followed by a ribbon-cutting ceremony and brunch at the Calbayog City Sports Center cafeteria.

Pandemic H1N1 vaccination held in Calbayog

The City Health Office (CHO) yesterday conducted the Ceremonial Launching of the Pandemic H1N1 Vaccination in Calbayog City. The simple ceremony which was attended by Mayor Mel Sarmiento was held at the City Hall Stage immediately after the flag-raising ceremony. Dr. Eufemia Alcantara, DOH Representative gave the program rationale. The two personalities who received the voluntary first shots of the Pandemic H1N1 vaccine were CHO Officer-in-Charge Dr. Sylvia De Guzman, and Dr. Mario Casera, the former City Health Officer now with the CHO as a Contractual Service employee assigned at the Oquendo Main Health Center.

Earth Day 2010 in Calbayog

As announced, the City of Calbayog participated in Earth Day 2010. Among the agencies which joined in the tree-planting activities last Thursday was the City Social Welfare and Development Office (CSWDO) headed by CSWD Officer Betty Jane Vergara-Arnejo.

The participants which included the CSWDO staff, Summer Job grantees, the 4Ps beneficiaries (from Oquendo, Begaho, Tinmabacan, Guin-on, Nijaga and Hamorawon) gathered at the Nijaga Elementary School where the distribution of 600 seedlings was made. They then proceeded to the tree-planting site at the Diversion Road from Barangay Nijaga to Tomalon Estate in Barangay Gadgaran.

In Barangay Bagacay and Barangay Carayman, a mangrove tree-planting activity was conducted by the CENRO staff together with some stakeholders from the said barangays.

Calbayog to observe Earth Day 2010

The City Government of Calbayog through the City Environment and Natural Resources Office (CENRO) will observe Earth Day 2010.

As per information provided by CENRO OIC Lorenzo Ras, Jr., the activities which his office will spearhead include the following

- Campaign for signatures in support of the "10 million signatures to improve Mother Earth Project".

- Information dissemination aimed at promoting awareness on the significance of Earth Day celebration and the call to protect Mother Earth will be conducted throughout all the barangays of Calbayog.

Earth Hour in Calbayog

The City of Calbayog participated in Earth Hour 2010. The activity was held at the City Hall Stage. The event's participants included DepEd - Calbayog, DILG-Calbayog, DYOG Radyo ng Bayan, SOS Children's Village-Calbayog, the Community of God's Servants, the officials of Barangay Rawis and Community Channel 8. The activity included a speeches by Mayor Mel Sarmiento, Councilor Sonny Salurio, DepEd SDS Edita Paculan and CENRO OIC Lorenzo RAs, Jr. A few minutes after the official switch-off, SAMELCO 1 turned-off feeder 2, in effect it made 7,333 SAMELCO concessionaires participants in Earth Hour 2010; and it translated to 2 Megawatts (MW) saved during the event.
